Innovation and technology policy and economic integration
The industrial revolution of 4.0 is taking place worldwide, in which new technologies are developing at unprecedented speed. These technologies are creating powerful transformations, changing production method, generating and aggregating huge amounts of information, connecting the interactions between people, the physical world and the digital world. It even challenges the traditional role of the government and implicitly threatens information security, international security, inequalities, and ethical issues. Some of the technologies featured in the 4.0 era are blockchain, artificial intelligence, big data, Internet of Things, etc. This wave of technology can be an opportunity for the Vietnamese firms to master new technologies and improve their competitiveness in order to integrate into the global trend. Yet, it is also challenging for Vietnamese government to motivate businesses to learn and apply new technologies while minimizing the potential risks posed by these technologies; thus, the innovation policy framework also needs to be considered to keep up with the changing pace of technology. This is an important platform to assist domestic firms to improve their adaptability as well as rapidly integrate into global value chains.
MASSEI is proud to be one of the few Vietnamese research centers pioneering the application of state-of-the-art data collection, processing and analysis technologies such as big data, artificial intelligence, and machine learning to forecast and analyze data. In addition, MASSEI experts are the leading experts in Vietnam in the field of innovation, which makes the study of innovative systems is one of MASSEI’s strengths. We combine the theoretical foundation of the Economics of Technical Change, new institutional economics, analytical frameworks for innovative national, regional and sectoral systems with research tools such as survey, simulation, data collection, processing, big data analysis, and sensitivity to new technology trends to make the most practical policy proposals.
Lately, MASSEI experts have led several ministerial-level projects in the field of innovation to advise the Ministry of Science and Technology on innovative policies. One of the ministerial-level research topics that MASSEI has conducted and implemented is to research and propose policy orientation to support the innovation capacity of small and medium enterprises in Vietnam. Another one is about developing a policy innovation framework in the service sector, focusing on banking and finance. These studies directly contribute to the development and fulfillment of state policies to ensure sustainable economic growth.
